Land Sourcing and Entitlement: The LandQuire Method
We source undeveloped, off-market land in the United States, obtain the permits that add value to it, and then resell it to developers and builders. You invest in a specific piece of land, and we handle everything else.
- 50 projects launched since 2021
- 37 projects sold to developers and builders
- 3,143 U.S. counties analyzed
- More than 120 criteria for rating each property
- 1 project company per site
- Quarterly report and K-1 form each year
Land Sourcing and Entitlement in 4 Steps
Land value appreciation occurs between the raw land and the developed land. LandQuire enters the process at the beginning and exits once the permits have been obtained.

- Data-Driven Sourcing: Our algorithm screens all 3,143 U.S. counties based on more than 120 criteria, including population growth, sales volume, time to resale, access to roads and infrastructure, topography, natural hazards, and land status. The team considers only those parcels that pass this screening process, and assesses their value before making any offers.
- Off-market acquisition: We contact property owners directly, before the land is put up for sale. Making a quick decision allows us to purchase at a discount. Each parcel of land undergoes an audit prior to purchase, after which it is acquired by a project company created specifically for that purpose. Four projects have been abandoned at this stage, and the capital has been returned to investors.
- Permitting: Working with engineers, the city, and the county, we secure approval for the project: topographic survey, conceptual plan, zoning, subdivision plan, technical reviews, and plan filing. This is the land development phase: it transforms a field into buildable land that complies with local zoning regulations.
- Resale to developers and builders: The approved land is sold to developers, who develop it, and then to builders, who construct the homes. After the sale, you first recover your principal, then receive the preferred return, and finally your share of the capital gain.
Legal and financial management integrated with land sourcing and entitlement
A well-chosen site isn't enough—you also need a clear framework to support it. LandQuire handles this for every project, from company formation to after-sales distribution.
- A project-based company for each site: planned for 5 years, with a possible 1-year extension. Risks associated with one project do not affect the others.
- Your funds in the project company's account: they are used for the land you have chosen.
- Regular reporting: one quarterly report per project and one K-1 tax form each year.
- Tax matters handled by an independent CPA: The U.S. certified public accountant prepares the company's tax returns.
- Liability insurance for every property.
- A time commitment: If the land is not sold within 60 months, 100% of the net profits will go to the investors.

What Land Sourcing and Land Entitlement Can Do for You
You benefit from the period when the land's value changes the most, without having to manage the land, the permits, or the resale yourself.
A purchase price negotiated directly
The land is purchased off-market, directly from the owners, before it is ever put up for public sale.
Land Value Appreciation Through Permits
Zoned land sells for more than undeveloped land: that's the difference we're looking to capitalize on.
Buyers known from the start
Developers and builders are looking for land ready for development. We’re preparing the property for resale while the permitting process moves forward.
Compensation that matches yours
LandQuire is compensated based on performance, not on assets under management. Fees are included in each project’s budget, with no annual management fees.
Land Sourcing and Entitlement on an Actual Site: Elmendorf, Texas
This 49-acre (19.83 ha) parcel of land southeast of San Antonio, in Bexar County, was purchased as-is. It illustrates each step of the method.
The plan calls for 360 units in a residential modular housing community.
The milestones listed below are from the project progress report as of October 19, 2026.
| Milestone | Date |
|---|---|
| Purchase of the land by the project company | July 22, 2024 |
| Conceptual Plan | August 2024 |
| Meetings with the City of San Antonio and Bexar County | September through November 2024 |
| Topographic Survey and Subdivision Plan | October 2024 |
| Water and Sanitation Report with SAWS | February 2025 |
| Technical Reviews of the City | March 2025 |
| Launch of sales to developers and builders | May 2026 |
| Certification Letters | October 2026 |
| Registration of the plan (planned) | January 2027 |
| Estimated Resale Window | 2nd through 4th Quarter 2027 |
Marketing begins before the permits expire: brochure, real estate agent, list of priority buyers. The goal: to sell shortly after the plan is registered.

Frequently Asked Questions About Land Sourcing and Land Entitlement
How does LandQuire find off-market properties?
The algorithm rates land in 3,143 counties based on more than 120 criteria, and then the team contacts the owners of the best parcels directly. For more details, see our article on off-market land opportunities in the United States. To compare with other players, read about how to evaluate a land sourcing and entitlement partner.
What happens if there are delays in issuing the permits?
The timeline may be subject to change: the city or county may request revisions. If the land is not sold within 60 months, 100% of the net profits go to the investors. The steps are described in our guide on the stages and timelines of land entitlement and subdivision plan approval.
Why resell at the authorized land stage?
This is the stage where the difference in value is most pronounced, without the cost or time required for development work. Holding onto undeveloped land while waiting for it to appreciate in value is another strategy, often referred to as “land banking” or “entitlement.”
What are the fees?
Fees are included in each project’s budget: acquisition and closing. There are no annual management fees. Details are provided in the PPM, the memorandum provided prior to subscription.
How is taxation handled?
The project company is audited by an independent CPA, who sends you a K-1 form each year. You must still file your tax return in France with your advisor. If you reinvest the proceeds from the sale of your business, read our article on the “apport-cession” and Article 150-0 B ter.
What is the minimum bet, and in what currency?
The minimum investment is $100,000 per project. Your investment is in U.S. dollars: the exchange rate applies at both the time of investment and withdrawal. Offers to non-U.S. residents are made under Regulation S.
Invest in the next approved plot of land
Choose a plot of land, follow each step of the development process, and recoup your investment and your share of the capital gains when the property is sold.
Past performance is not indicative of future results; all investments involve the risk of capital loss.
